While it's completely their right to ask for a survey at any time before exchange, it's best to do this early on. Surveyors often have delays, and writing the report can take up to 5 days. Plus, it needs to be reviewed and any issues followed up on. Requesting a survey at the end of the process can put the entire chain at risk, especially when everyone is getting ready to move. 
It seems after speaking with other agents this is happening more frequently which understandably means frustrated clients. 
A Home Buyer's Report is an in-depth inspection of a property's condition. It identifies any structural issues, necessary repairs, and maintenance needs. Essential for making informed decisions, it helps buyers understand potential risks and costs.
